二 | 　　然而，海垦集团要打通农产品产供销全链条堵点，当好海南全省农产品产供销体系的主力军和稳定器，在“拓渠道”之外，还需“建体系”“强订单”。　　“夯实流通供应基础，提升数字化平台和仓储冷链支撑力。”曾国华提出，加快建设海南省农产品产供销数字化平台，实现生产、流通、销售全链条数据管理，动态研判产销形势，有效防范滞销风险。　　他表示，集团将完善加工仓储设施，在省级园区布局中央厨房等加工项目；健全冷链物流网络，在全岛关键流通节点布局移动冷库、建设冷链集散中心；加快岛外销地仓布局，联手海南省物流集团共建仓储资源共享机制，增强跨区域调运弹性。　　在“强订单”方面，这家国企发挥产业和资源优势，前置锁定种植货源，标准化管控品质，常态化对接全国市场，打通农产品从田间地头到终端消费市场的全链条通道。　　据介绍，今年前7个月，仅海南本地红毛丹、胡椒等农产品，海垦集团直接采购3909吨，采购金额达1.26亿元。今年上半年，该集团新签购销合同锁定外销货源15.2万吨，产品销往北京新发地、长沙海吉星等国内重点农批市场，为跨区域长期稳定发展积累了实践经验。　　展望“十五五”，曾国华表示，海垦集团将立足天然橡胶国家战略物资保障者、农业现代化引领者、深化国有企业改革探路者“三者”定位，做好天然橡胶、南繁种业、乡村振兴、保供稳价“四篇文章”，切实扛起国企担当，加快构建“产地直供、市场集散、全国分销”一体化产销网络。　　“我们将继续用好海南自贸港政策，加速海南RCEP国际农副产品交易中心落地，畅通海南特色农产品出海通道，让农户分享更多产业增值收益。”曾国华说。
